The COVID-19 pandemic cast doubts on governments' traditional crisis responses and sparked a surge in citizen-led, participatory, bottom-up responses. Iran's experience is worth investigating because it relied significantly citizen groups to manage the despite long-term sanctions extremely restricted resources. authors undertook an exploratory case study using grounded theory (GT) method online survey explore confrontation. central notion discovered was referred as 'faith-driven civic engagement.’ response characterized by adaptability, promptness, comprehensiveness. causes strategic orientations included intrinsic motives, capability building, leadership.
